The Idea of America Essay Contest is open to current high school juniors
or home school students between the ages of 16 and 18 who are either U.S.
citizens or permanent residents. You must submit an essay that examines
the historical debate over the benefits and disadvantages of adopting the
First Amendment of the Bill of Rights and answers the following question:
"Are the freedoms named in the First Amendment fundamental and if so why?"
Relatives of National Endowment for the Humanities' employees are not
eligible.
